IN-HOME SERVICE PROGRAMS SIMILAR TO CONGREGATE HOUSING SERVICE PROGRAMS

In-Home Service Programs That Are Similar To Congregate Housing Service Programs Offer An Innovative, Proven And Cost Effective Means Of Preventing The Unnecessary Institutionalization Of Frail Elderly Persons.

 

Congress has found that congregate housing, coordinated with the delivery of supportive services, offers an innovative, proven, and cost-effective means of enabling frail older persons to maintain their dignity and independence. See 42 U.S. Code § 8011 (a) (1) (B)

Congregate housing means housing that is connected to a central dining facility where wholesome and economical meals can be served to the residents . See 42 U.S. Code § 8011 (k) (3).  A congregate services program provides meal and other services for residents that are coordinated on site. See 42 U.S. Code § 8011 (d) (1).

Such supportive services enable frail elderly residents to live independently and avoid unnecessary institutionalization. These include but are not be limited to (A) meal service adequate to meet nutritional need; (B) housekeeping aid; (C) personal assistance (which may include, but is not limited to, aid given to residents in grooming, dressing, and other activities which maintain personal appearance and hygiene); (D) transportation services; (E) health-related services; and (F) personal emergency response systems.  See 42 U.S. Code § 8011 (k) (16)

Congress has also found that in–home service programs that are similar to congregate housing services programs have been effective in preventing the unnecessary institutionalization and encouraging the de-institutionalization of frail elderly persons. See 42 U.S. Code § 8011 (a) (1) (K).
